Unity IAP は Google Play In-App Billing の v3 を使用しています。このバージョンには消費プロダクトと明示的に数を指定して購入する API が提供されています。
まず、Google Play Developer Console のアプリ内アイテムで「管理対象のアイテム」として消費型プロダクトを作成しておく必要があります。これにより、アプリ内でアイテム購入をするときに、Unity IAP は購入の処理を行うことができます。
実際にアプリを公開する前にα、β版としてAndroidデバイスでアプリ内課金のテストをしてください。
IAPをテストするには APK がアルファやベータ版として公開されていなければいけません。これは Gooogle Play ストアで一般向けに公開しなければいけないというわけではありません。
アプリ内課金を最後まで行うには、テストアカウントを使用しなければいけません。
